Monsoon session of Parliament's main points! Know urgently


The Monsoon session of Parliament got off to a rocky start with the Opposition creating a ruckus leading to adjournments. But there is a lot on Parliament’s plate as far as transacting business goes. Apart from the biggies GST and land bills, there are many other bills on which action is expected. The legislative agenda includes 7 legislative Bills currently pending in Parliament for consideration and passing. 9 new Bills are proposed to be introduced and one of these will be taken up for consideration and passing. One Bill is listed for withdrawal. We list these below:

I. Bills listed for Consideration and Passing

1. TITLE
The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Second Amendment) Bill, 2015

KEY OBJECTIVES
Exempts five categories of projects from certain provisions of the Act and brings the compensation and rehabilitation and resettlement provisions of 13 laws in line with the Act.

Joint Parliamentary Committee scheduled to present its report by first week of the Monsoon Session 2015

2. TITLE

The Mental Health Care Bill, 2013

KEY OBJECTIVES
Replaces the Mental Health Act, 1987 to protect the rights of persons with mental illness and promote their access to mental health care.

3. TITLE

The Child Labour (Prohibition and Regulation) Amendment Bill, 2012

KEY OBJECTIVES

Prohibits the engagement of children and adolescents in certain employments and regulates the conditions of work of children in certain other employments.

4. TITLE

The Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Bill, 2014

KEY OBJECTIVES

Amends certain existing categories and adds new categories of actions to be treated as offences against SCs and STs, and establishes exclusive special courts to try offences under the Act.

5. TITLE

The Delhi High Court (Amendment) Bill, 2015

KEY OBJECTIVES

Increases pecuniary jurisdiction of the High Court of Delhi from rupees twenty lakh to two crore.

6. TITLE

The Prevention of Corruption (Amendment) Bill, 2013

KEY OBJECTIVES

Makes the act of bribing a public servant a criminal offence, and creates provisions to
cover all aspects of bribery, including definitions of the various elements of bribery.

7. TITLE

The Real Estate (Regulation and Development) Bill, 2013

KEY OBJECTIVES

Establishes the Real Estate Regulatory Authority to regulate the sector and establishes the Appellate Tribunal to hear appeals from the decisions, directions or orders of the Authority.

TITLE

The Negotiable Instruments (Amendment) Bill, 2015 – Replaces an Ordinance

KEY OBJECTIVES

Specifies the territorial jurisdiction of the courts with regard to filing cases of bouncing of cheques.

The Bureau of Indian Standards (Amendment) Bill, 2015

KEY OBJECTIVES

Amends the BIS Act, 1986.

2. TITLE

The Carriage by Air (Amendment) Bill, 2015

KEY OBJECTIVES

Gives effect to the revised limits of liability and makes rules for carrying out the provisions of the Act.

3. TITLE

The Consumer Protection (Amendment) Bill, 2015

KEY OBJECTIVES

Provides for better protection of consumers.

4. TITLE

The Constitution Amendment Bill (Reservation of women in Panchayats)

KEY OBJECTIVES

Increases the reservation for women in Panchayats from existing 1/3rd to as near as one-half.

5. TITLE

The Constitution Amendment Bill, 2015

KEY OBJECTIVES

Reserves 50 percent seats for women in Urban Local Bodies.

6. TITLE

The Human Deoxyribose Nucleic Acid (DNA) Profiling Bill, 2015

KEY OBJECTIVES

Regulates the use of DNA analysis of human body substances profiles. Also, establishes a National DNA Data Bank and the DNA Profiling Board for laying down the standards for laboratories, collection of human body substances, custody trail from collection to reporting.

7. TITLE

The Merchant Shipping (Amendment) Bill, 2015

KEY OBJECTIVES

Gives effect to the Convention on Civil Liability for Bunker Oil Pollution Damage 2001, Nairobi Convention on the removal of Wrecks 2007 and the Salvage Convention 1989 of the International Maritime Organization.

8. TITLE

The Road Transport & Safety Bill, 2015

KEY OBJECTIVES

Brings in a new Motor Vehicle Act to cover all issues including vehicle safety and best international practices and norms.
