The National Security advisor Ajit Doval has finally broken silence on the Kashmir issue and made a strong statement against granting separate constitutional status for Jammu Kashmir. Ajit Doval who was speaking at the launch of a book about India’s first Home Minister Sardar Vallabhbhai Patel, racked up the issue of Jammu Kashmir and said that granting separate constitution to JK was a huge mistake in 1959.
Ajit Doval who has always been critical about giving special status to JK said that it was the only state in India which has separate constitution. A privilege which is not given to any other state. He went on to say…“It is only a means to an end. The thing was, that to make a sovereign state in which there was the sovereignty of the people was established through a constitution, which is applicable to the whole of it, probably with Jammu and Kashmir where the constitution was … in a truncated form, and another constitution of J&K continued to exist, which is an aberration, which I think Mr RPN Singh has brought out in his book, very vividly.”
“He (Patel) has been able to lay the foundation of a nation-state. And in nation-state, there was one law, one Constitution…Sovereignty can never be divided,” Doval said. “His contribution is not about the merger of the states, it is only a means to an end. The thing was that to make a sovereign state in which there was the sovereignty of the people was established in the Constitution, which is applicable to the whole of it. Probably with Jammu and Kashmir, where the Constitution was…in a truncated form…another constitution of J&K continued to exist, which is an aberration,” he stated further.
Ajit Doval also pointed that achieving independence through non-violence did not make people realise the complete meaning of struggle and Independence. “Probably the heat was not sufficiently generated during our Independence movement because of the route that was taken. I am not criticising that…the non-violence was the route in which the cost of Independence was not really understood by our people,” he said.
His statement came in the backdrop of Supreme Court hearing petitions challenging the constitutional validity of Article 35-A of the Constitution of India, which grants special rights and privileges to the state legislature of Jammu and Kashmir, including the power to define ‘permanent residents’ of the state. The article 35 A also prevents non residents of Jammu Kashmir from buying any property and guarantees employment and education-linked reservation for J&K residents.
This sort of rule is no where seen in the entire country except Jammu Kashmir which is nothing about discriminating other states and people of India giving importance to a bunch of ungrateful separatists.
