176 government officers to retire for being non-performers





Minister of State for Personnel Jitendra Singh gave a written reply in the Lok Sabha informing the members of a significant decision taken by the Narendra Modi government of asking 176 government officers to retire in public interest for being non-performers.
The reply said: “As per the available information, provisions under Financial Rules 56 (j) and similar provisions under service rules have been invoked/recommended in case of 53 Group A officers and 123 Group B officers of central civil services, during the period from July 1, 2014 till October 31, 2017.”
The Financial Rules 56 (j) has provisions for a service review of a government employee. The review is to be conducted twice, first after 15 years and again after 25 years of completion of qualifying service.
The Personnel Ministry has reviewed records of 11,828 Group A officers, including 2,953 from the all India services like the Indian Administrative Service (IAS), the Indian Police Service (IPS) and the Indian Forest Service (IFoS). The service records of 19,714 Group B officers were also reviewed to eliminate the deadwood and the corrupt.
This move sends a strong message to government officers that inefficiency won’t be tolerated. Government functioning has always remained marred by corruption and sluggish work that has a direct and severe impact on the growth of the country and the overall interest of the public.
Under the UPA, government officers lived a life of enjoyment, reporting whenever they wanted for work, ordering food from expensive restaurants the payment of which was borne by the exchequer, and displaying pathetic inefficiency. They were never prosecuted for the same. But this has changed in the Narendra Modi government.
Government officers no more work on their own terms. They are now being made responsible and accountable for the work they do. Asking non-performers to retire is a terrific step as it creates a fear in the minds of officers that if they don’t work properly they’ll be asked to retire.
