Prime Minister Manmohan Singh and Prime Minister Sheikh Hasina could not sign the Teesta agreement in Dhaka in September 2011 at the very last moment. West Bengal chief minister Mamata Bandyopadhyay also said that she did not agree to share Teesta's water by taking herself away from Manmohan Singh's touring party. Mamta Bandyopadhyay, who visited Dhaka on 21 February 2015, has traveled to Dhaka. Yet the Chief Minister of West Bengal did not leave his position alone. His clear words, there is no water in the Teesta. Where do you from Bangladesh?
Under such circumstance, the matter of the Teesta agreement came to an end when Prime Minister Sheikh Hasina's visit to Delhi was invited by Indian Prime Minister Narendra Modi's invitation in December last year. Finally, the tour started for a month after the new speculation began with Teesta. The closer it is to the visit, the more obvious it is, the agreement is not being done at least once. There was no ruckus on this from India. On the eve of Prime Minister Sheikh Hasina's move to Delhi, ie 6th April, Indian Foreign Secretary S. Jayashankar said in a conversation with the media delegation of Bangladesh that the Teesta agreement needs more time to sign. There is no progress so far, so that dramatic things are going to happen in the next 48 hours. Even then, Bangladesh tried its efforts on April 8 for a visible progress in the deal.
Finally, on April 8, after a meeting between the two neighbors in Delhi's Hyderabad House, Narendra Modi told reporters that only the government of Sheikh Hasina and her government can solve the share of Teesta water quickly. According to him, Teesta is not only important for India and Bangladesh but also for the relations between the two countries. Standing beside Modi, Prime Minister Sheikh Hasina said, "I firmly believe that India will get co-operation in solving these issues (the Teesta Agreement, the construction of the Ganges Barrage and the basin based water management)."
However, many of the international analysts believe that the defense was the key to the visit, not Teesta. According to a part of the analysts, in October last year, Chinese President C China Ping's visit to Dhaka suddenly brought Prime Minister Sheikh Hasina's Delhi visit to the forefront. During the visit of the Chinese President, the relations between the two countries are said to promote 'strategic partnership of cooperation'. After taking C-China's visit to Dhaka, Bangladesh took two submarines bought from China in November. Then came to Dhaka in the last week of November, then India's Defense Minister Manohar Parmar. During his visit, there is a preliminary discussion with Bangladesh to make India's Defense Cooperation Agreement. In the next month, Sheikh Hasina is said to be in Delhi, but she was retracted in April.
Following Sheikh Hasina and Narendra Modi's private talks and official meetings, 22 signatures and memorandums of understanding signed in the government-level were signed. Of these, there were four compromise memoranda on defense, including the structure of defense cooperation. In this visit, the decision to give $ 500 million loan agreement ($ 4 billion) to Bangladesh's armed purchase and the decision to give four billion dollars (36 billion taka) under the third loan agreement. India has decided to give Bangladesh eight billion dollars (64 thousand crore) in the last six years. Another significant aspect of Sheikh Hasina's visit to Delhi in April was the recognition of the martyrdom of the seven martyrs of the 1971 War of Liberation. In the war of liberation, 1,661 Indian soldiers were martyred. Sheikh Hasina started the process by honoring seven martyrs of Indian Army, Navy, Biman and Border Security Force. Memorizing seven martyrs and giving their testimonies to their family members.
The Teesta agreement is not being signed on this tour, as it is already sure that Bangladesh did not expect any dramatization in the end. But Mamta Bandyopadhyay's proposal to distribute water in some parts of northern Uttar Pradesh including Torsa, Jaldhaka as an alternative to Teesta has caused a lot of discomfort at the top level of both the countries. In informal discussions, Mamta is trying to draw attention from the issue of Teesta for political reasons, as both government officials say. Bangladesh refuses to give importance to Mamta's proposal for three reasons. First of all, this is his personal offer, not a formal proposal of India. Secondly, the assurance given by Narendra Modi in the summit meeting has prompted the immediate solution to the Teesta agreement. Thirdly, in a joint statement of the two Prime Ministers, it has been said that the government officials of both the countries are fast approaching to end the discussion of sharing of seven common rivers without Teesta.
However, the analysts believe that the reality is that Bangladesh's demand for Teesta has been stopped again. At noon Narendra Modi assured Sheikh Hasina of signing the agreement. But instead of Teesta, West Bengal Chief Minister Mamata Banerjee made an alternative proposal to Sheikh Hasina to take water from Torsa. Through this, Mamta explained, she did not move from the previous position with Teesta. As a result, Bangladesh has the frustration. About six years ago, Bangladesh wanted a specific timeframe for India to sign the agreement from which two countries agreed on the agreement. The meeting was held in the prime minister's meeting and some non-formal meetings in its earlier meeting.
The joint declaration announced after the talks of the two Prime Ministers has made the relationship between the two countries more than the strategic relationship. A framework for defense cooperation has been created since the two countries formulate defense cooperation, signing four memorandums of memorandum, including weapons. As a result, there is no doubt that this cooperation is strategic now. Indian Foreign Secretary Jayashankar said, there is a lot of attention to strengthening relations between the two countries. The relationship is considered in terms of strategic cooperation. But this relationship is not limited to just one issue.
But instead of Teesta, Sheikh Hasina jokingly said, "Water Manga, Lacin Electricity Match", said, at the reception of the Delhi Foundation's reception at the India Foundation's proposal to sell Mamta. Well, huh, khus mango. '
India's diplomatic sources said in the first light on Wednesday evening that Prime Minister Sheikh Hasina's India visit in April is very significant for the relations between the two countries. The joint announcement of the two Prime Ministers has said that the bilateral relations of Bangladesh and India exceeded the strategic partnership through sovereignty, tolerance, confidence and understanding. Prime Minister Narendra Modi called it the beginning of the golden rule of Bangladesh-India relations.
